Actually, after analyzing it a little further you just may be correct. Seige had a lot of custom rules that came ahead of other shards that eventually added them later on too. For example, based on various sources from doing research on precasting. It was removed a few months before the other shards in late summer. In fact, after taking a quick glance the removal of pre-casting was the same exact patch as the escorts... Will definitely need to dig up some of those old precasting threads that involved Seige. This patch could have hit Seige long before it did on the regular shards.

Confirmed. My apologies for doubting folks.

July 1999: Siege Perilous gets escort limit of 1 and a cooldown of 15 minutes from "I will take thee"
early 2000: all other shards get it
July 2000: reduced to 5 minute cooldown

i remember nobles/seekers of adventure having a lot more gold in their pack than here.. they have 100gp max here, pretty sure it should be like 200-300. you used to be able to steal the gold from the npc's pack and then gate them to their destination, for double $$.

also, why do npc's have fame/karma titles? :s

i the ettin king am personally responsible for the addition of archer guards to npc noble's/seekers on osi stranger can verify this .
I personally have killed more npc nobles then all the tamers on here combined have killed elder gazers.
