Forensics can be gained up to GM by targeting a Town Healer. You do not need to do any of the other things that people suggest. Please don't waste your time with those other "methods."
I say a Town Healer because it is probably the easiest spot to do it at. Just drop all your stuff off at the bank and work your skills. If someone kills you, you're right where you need to be to get resurrected. This will work on other NPC's if you don't want to do this in a Healer Shop. Good Luck.
It gains about as fast as Tracking.

You can buy it up to 30 from the fortune teller in Brit.

Do know this skill no longer works like it used to, so the skill is pretty much pointless. You can no longer ID perma grey thieves using this skill.

The wikki says it will reveal the names of those who looted a corpse and would remove the disguise of a thief for the detective

Forensic is not pointless. There are reasons to know who tampered a corpse, mostly because people hunt , drop, then return where they were hunting.
My tracker I am working on will look as follows and is more or less like my CIA
Tracking 70
Magery 70
Steal 60 (primarily to help mask movements in disguise)
Snooping ( to prime targets to be stolen by an alt)
Detect Hidden
Hiding
Stealth
Forensic Evaluation ( to know who picked the level 4 so I can find one unlocked to wait there, to know who killed a corpse to use tracking to see if he is still around and either wait, hit the city banks or call out to look for the individual once guilded, reveal thiefs to know who can not give a count, know who messed with containers to know who's house you are in...etc.)

I know necroing is bad, but since I made a GM Detective from scratch, and I have seen someone else with forensics:
Regarding thieves, it only shows you if the individual is a thief.
It does not remove disguise kits.
It does not reveal perma grey status.
Regarding thieves, it only shows you if or if not the individual is in the thieves guild.
