Well, think about it. Why would you want a lot of sheep, what do they produce that is useful? Now, consider having that large number of sheep locked up in your house, where you could gather that useful product in peace without external interference. Think what having that potentially unlimited, but very useful resource might do to the economy, especially the prices of goods produced from that resource. Finally, imagine that you took that entire train of thought to the extreme and decided to collect that resource while unattended which would be clearly possible while also clearly against the server rules.

I think that should help clear some things up.

Some randoms. I have a house right now on a tmap island and have had it up for about 4 weeks now. I think i have 37 sheep all together, never seen these 'enforcers' but i do see them on the mainland getting eq'd/meteor swarmed. Just about location.

More... 100 sheep

I suppose this is not defined as an illegal sheep farm but on very north end of the Nujelm island there are a bunch of people gathering wool, from say... 70 sheep or so.
