Well, I dont plan on doing any decorating, yet at least, but I do have some ideas for the contest. First I would say there should be brackets. Have one bracket be the all out spend as much as you want bracket. People who have server rares should have a chance to win a contest.
Next you will want a bracket just for a one room house. You could call it a theme contest where the person who most exemplifies their theme regardless of how much they spent is rewarded.
Next you do a common house, where all rares will be ignored but ultimately its the house as a whole, all rooms included that are judged and the house that just has the most well decorated feel to the judges wins out.
Theres really no reason one person can't enter a house in all categories. Also, make sure to have an odd number of judges so you dont have to worry about ties.

Also I think the brackets sounds like a good idea, a winner in different categories.

Judges shouldnt come from the playerbase
Dont need favouritism. if it makes a difference or not.
Have 3 staff members do it.

I think as long as the judges can justify their votes with a brief description as to why they voted for a certain player's house, all is fair. I personally wouldn't mind judging but I don't think I'd be around for it. Staff can be just as "unfair" as players when it comes to things like this.

If you have any reason why you think somone should or shouldnt be a judge feel free to post that as well, it will give some people voting on the judges an idea of who those candidates are.

Cant help but wonder who gets to vote on who the judges will be? Wouldnt a select few picking out who the judges will be biased?..Reading this thread there are those who want certain people as a judge and those who dont trust anyone come on.
This could a event anyone be part of regardless of how they play from the PK to the mule the new player to the vet all thats required is a house and a bit of creativity.
Oh and I'll blow my own horn here and say I should be a judge I dont know anyone and nobody knows me here cept my wife and 2 guildmates and I dont see any of our buildings being in the contest my guild

lol, you need a panel of judges to find judges. Is it really hard to find people who are trustworthy and fair on this server?

It's hard to have bias when everyone hates you.
It's a pretty simple procedure, run the event over a certain time frame X through Y and once everything is complete have the contestant(s) submit screenshot(s) of their creations. Judges should be able to formulate a substantial write-up per entry with justification as to why/why not they liked/didn't like the creation...
For the most part everyone's creation will be interesting...it's just those truly unique ones that will stand out.
While it's probably NOT era accurate, a simple trophy for competing in the event would be pretty awesome as well. People will likely spend a LOT of time on this, so it'd be nice to see them rewarded for their efforts.

i think you'll get a Banner on that house saying you won the contest. only movable by derrick though. just going by what was given out last time

so as for judging what do we think?
4 or 5 areas to be graded on out of 100 each ?
theme/use of space/creativity/uniqueness etc?
each judge can post on each house their scores?

I would say these 4:
Theme adherance: How well does the overall deco tie in to the theme the owner is going for? Is there anything out of place?
Originality: Has it all been done before or are there new deco ideas not yet seen on the shard? Are there creative ways to get around exclusively using rares for deco?
Style: How good does it look overall? Is everything put together properly? Is there too much clutter or not enough deco?
Functionality: Is the house still useable? Does the deco block off huge amounts of the house? Does it flow or is it just deco for the sake of deco?
I would say thaty the point breakdown should be a little skewed.
Theme: 20
Originality: 30
Style: 30
Functionality: 20
