"Transfering a nightmare to a non-tamer" was code for "releasing the nightmare in a secure area and making the new owner tame it" during this era.

Commanding in general was changed again in Jan 2000 to be more difficult than the Mar 25 publish. They also remove the ability to tame a previously tamed creature with 0 skill, forcing new nightmare owners to actually have some skill.

Transfer does not get changed again until much later (during LBR) when they added the loyalty check for riding mounts (to specifically address non-tamers with mares and other high end pets, as well as allow you to get on a mount that's fighting) where they removed the loyalty check for the original owner to allow them to surrender their mount to a tamer, but the loyalty check still occurs for the new owner.

Aw, so friending nightmares to 0 skill tamers is outside the target timeframe. I was hoping that one would be era accurate ;/

Yeah, that was the big "make taming actually work" patch. Server boundary nerfing being fixed meant they were worried about dragons being overpowered so they added lore to the loyalty check so taming would suck up 200 skill points to try to balance that out. They also added the loyalty check on transfer while completely forgetting the obvious release->retame work around. The newsgroup postings might be referring to the change where released creatures required more skill to retame, which was to fix the release->retame workaround and which really did put an end to transferring to characters with no skill.

Thanks much, it's certainly hard to keep all this in my head. I looked up some of the history on this on pet retame and transferring, this is all I found:

I'm a little confused on the history of this one myself, I will try to dig up the changes in code; I simply couldn't find the patch note in which we removed the loyalty check on target (erroreously), but it's clear that it should be there.

This is how guards should work, it's clear that some of this is currently broken.

I have only transferred two dragons in my time in UO and one white wyrm. The
white wyrm transferred long before the patch that made them harder to
control. I was in the high 50's in tamin skill and tamed it after someone
let it go wild. She was in the high 70's in taming, so the transfer went
almost immediately and without a problem.
The two dragons both went to people with no less than 75 taming skill. One
had 77 taming and 69 lore, the other had 75 taming 78 lore. For both of
them, I had to make a macro that said "all transfer" and just keep hitting
it over and over until I got the trade screen. Both took less than 10 tries,
but more than 2.
Most chessy tamers won't transfer to anyone with less than 70 taming and
lore anyway.

You do need 80-85 taming to be transferred a pet now which probably will
affect the nightmare twinks.

If he tries to transfer it to you it will not work. It may attack. If it
does, you are toast. If in town, you, it, and He are toast. You have no way
to control this creature with no taming or AL. Nightmares are some of the
toughest. My tamer Kai Du, with Taming in the 70's and 100 Animal Lore, had
fair control of her dragon. I'm concerned as to whether she will be able to
control a Nightmare, which she is considering buying.
So, I think the Feb 23, 2000 patch was the one that required Taming and Lore for transfers (hence the post about "In Testing" stuff in a mid-February post above). An amusing postscript about the August 1999 quote above... the "transfer bug" appears to actually be the "all kill" bug, as far as I can tell.

Pet "orneriness" is now a much larger factor. The tougher an animal was to originally tame, the tougher it will be to control in general. "

How are these statements different in the patch then era now...

Should some commands give no loyalty check for example?
