There aren't any constantly-running shards for the Pre-Alpha.

The emulators exist. I worked on one near a decade ago, but there's a new oneout based on Delphi. I say new, insofar as that it's the newEST, being written in 2005. It's got a script system, but it's very incomplete. There's a lot of notes, however, and anyone sufficiently willing could great a new emulator with something easier, say, C#, or perhaps modify a modern emulator to make use of the Pre-Alpha.
