There is a difference between releasing the ebolt and the spell actually hitting. Kaivan is correct. It is literally impossible to have the ebolt damage hit before the explosion. However, with the new explosion delay they do have the capacity of hitting with in 0.25s of each other if the energy bolt is fast casted.
Dude, I'm not joking. E-bolt would hit before Explosion, that was the whole point of timing an Exp/Eb combo. It wasn't the case where you would cast Explosion and then mash EB/Last Target as fast as you can to get them to hit at the same time.

Do the math...
6th Circle Delay - 1.75 seconds(100% proven accurate)
Spell Damage Delay - 1.0 seconds(100% proven accurate)
Explosion Delay - 2.5 seconds(officially uncomfirmed)
Closest physical timing to cast both spells together
2.5 - 1.75 = 0.75 seconds
Add a damage delay to energy bolt.
1.75 + 1.0 = 2.75 seconds
Subtract the damage delay from the explosion delay.
2.75 - 2.5 = 0.25 seconds
Now iin order to get them to hit exactly at the same time you would have to make the explosion delay at 2.75 seconds. In order to get them to hit in one more tick you would have to increae the explsion delay to 3.0 seconds. If you would like I would personally test this with you if you PM me on IRC. I will show you the different delays and I guarentee you that you would not agree with a 3 second explosion delay once you see it.
The only time explosion ever hit after an energy bolt is when there was a damage delay on the explosion spell that was patched in early '99. This allowed the explosion spell to hit roughly around 3.5 seconds instead. An energy bolt hits exactly at 2.75 seconds as described above. After this time period the spell could only hit "simultaneously" as described by the quote from JoV's web site.

I said you're more than welcome to test each tick from 2 to 3 seconds on my dummy scripts.
