i was under the impression that repaired weapons are as good as new ones,

all i meant was that any weapon you ever buy off of me comes repaired and dped as a courtesy

its most likely new as it came out of an idoc with many other vanquishing items in the box with it, dont know if theres a definite way to find that out though
