Keep looking. With the recent tmap patch you can't identify the map level for sure until it's dug up.

I put them on this vendor. It's 1 step from guard zone, outside Yew, north of Empath Abbey.

I just gmed my carto a few days ago with doing world maps. If that's the only reason you need lvl 4 tmaps.

I wasnt sure either that you can gm by making maps. But I let my macro continue after 98.5 and I kept gaining.
There is a lot of information misleading information about carto in the forums.
