Correct me if I am wrong,

I remember the use count listed next to the tool, i.e tinker tool (50 charges).

this could have been added on a later date, so seeing if anyone else remember this

I remember charges listed, but fairly certain that was UO:R or even later.

Definitely implemented after the UOR era.

Come to think of it, I think that is actually an AOS change if I remember right.
