Test Server is more then just a never ending event, people use it to experiment and find out things too. Yes people practice pvp there, but thats not what its entirely used for.

Regardless of what people use it for, the intention is to test changes to the server. It's not a horrible thing it's down. This is a free shard with wide open macro capabilities. Other then deed placement, there's not too much else that would need to be tested, and last server save can accomodate most of it.
