If you haven't tried unchecking smart CPU reduction on razor then try it and see if it helps with any performance issues you may be having. It seems to smooth out the performance of UO.
I have a dual processing PC and I get lagg whenever I leave it checked(the default razor option)

Here's a screenshot to show you what option I'm talking about:

Try unchecking this option and restarting razor UOSA players, especially if you're a pvper. It helps no matter what, I haven't come across a single player who hasn't agreed that this has helped their UO feel more smooth.

Some newer motherboard also have this built into the hardware, usually called "S.M.A.R.T." or "CPU Throttling". Should also disable that if you are having performance or "lag" issues, especially if you have music turned on.

its in your computer BIOS; when you first turn on your machine, you should see a prompt to enter the system bios, usually its F2, F10, or the DEL key.
