Placing house within 6 tiles south or 1 tile west of water

I spent 20 minutes on test trying to figure out why I can't place a large brick while I had plenty of room, and by using a small 7x7 I was able to determine there is a barrier where you cannot place a house within 6 tiles south of the water, or 1 tile east of it. The house I am trying to place is the blue zone, the red zone signifies the barrier around the puddle.

Seeing as the water shown above is no different than swamp water and it doesn't impede or block traffic like a tree or rock would, why does it have this barrier around it?

You also cannot place the foundation itself on those flowers, but additionally, it looks to me like that corner water tile is actually on the corner of your blue square as this example tile may help demonstrate:
