Was it era accurate for magical items to have a "fog of war" meaning that it is only ID'ed for the person. I think this was intraduced but removed while in T2a.
Also, what kind of affect does tracking this information in the dictionary database in the emulator have on performance and possible malicious people using this weak point to crash the server.

This has been discussed in the past and can be found through the search option in the fourms.
The way the identification process works here is definitely accurate though. It wasn't changed until sometime after the UOR publish. The patch notes and all the information can be found in past discussions surrounding this topic.

The performance issues are minimal. OSI was able to track this information in 1997 on servers which were likely Pentiums

Each item can hold up to 50 IDers, once that is reached the first IDers fall off the list. This was often an issue in era, and likely here as well for vendors selling magical weapons as the owners would lose their identification of the items.
