AR and stealing

Does the ar affect your chance of stealing?at wich rate?
I tried looking that up. AR has been said to affect your ability to steal, at what rate I cannot say. I would imagine to the same degree it affects stealthing.
I thought I read that Skill-Armor Rating=effective skill.
