UO Second Age

I have a question about the message "you finish applying the bandages, but they barely help"...

I read the healing article in the t2a wiki, and...

I used to think this (the message) means you failed to heal yourself. but the article doesn't mention anything about fail/success. So does healing work every time, except that if you are interrupted too much, the hp healed is little so it gives you that message?

interrupted too much or you have too low skill for trying to heal too much damage

oh, I see... do you know how damaged can one with 70/70 in healing & anatomy attempt to heal?
