Blade spirits

this could be a newb question but why does it take like 10 seconds to cast blade spirits and like half that to cast ev?
Just the way it's always been.
Two things to keep in mind:
1. Blade spirits will never fizzle at 70-100 magery.
2. EV will fizzle tons at GM magery, but never with a scroll.
