How to tell if it is a full spell book?

I got tricked once already, I will freely admit that, and it cost a newbie 4500g to learn an important lesson.

How can I tell if a spellbook on a player vendor has all 64 spells? Will the title read any differently? (i.e., "4500 gold a spellbook with 64 spells", or similar)

I'd like to purchase one to save myself a lot of trouble; please inform me of any reputable vendors, ideally representing reputable guilds, where I might acquire one. (K^A was very helpful to me earlier today, but I could not find a scroll/spellbook vendor in their little town to save my life.)

You will need item ID skill. ID wand doesn't work.

also, $$$ vendor mall on moonglow island (coastline, northwest corner) is a good place to buy. it's 5k I believe. Sometimes out of stock though. But it's a very solid shopping location.
