Is there a t-hunter rune library that is public on this shard?

Try the Vesper strip, just N of the Vesper bank on the other side of the bridge.

I want to make one, but low lockdown limits make it hard. Im saving for a big house just to make one.

My castle has pretty much every rune you can think of including a full Tmap rune library. You can find it via the decoration contest link.

I bet you can't get to the bloodrock orc fort with 1 million gold on you while at least 5 orcs are on ^_^
