Click on Ilshenar on the moongate and take Justice shrine go southwest.

you can also craft them with combo of blacksmith and tinkering. they behave like pets and can be transferred.

Their messing with you. There is no moongate menu or ishlennar (or however its spelled).

UO T2A just has felucca and the Lost Lands. Moongates are semi-random when you go through them.
