This is how I remember it and I'm sure this is correct.
First: There were definitely farmers walking around the Del sheep/bull farm just outside of town. Maybe 2 or 3.
Second: I remember that killing these farmers gave you murder counts.
Can anyone confirm?

It was after they put in the "vendors give you counts" patch, i believe in UOR. They sold things, were vendors.
I dont recall if non-count giving vendors existed there in t2a though.

Vendors started giving counts to stop people killing them for pure black/blue sandles.
Those stupid farmers gave out counts and I hated them for it.

They weren't farmers, they were sheperds. And there were 2-3 of them north of delucia. I am 100% sure because my brother's character, Gregerious, use to dress up as one and wait for people to try and farm him for sandles/gold. (Gold was another reason they got farmed). Then he'd dp them (deadly poison, not double penetrate you sickos)

Yeah, I'm pretty sure they were shepherds as well.

I remember this. They usually had a 4 sheep 4goat or 4 cow + 1 bull spawn associated with them.
They wandered from Trinsic passage in Del to almost that first bridge before City of the Dead. But usually they were just inside or outside Del North gate
They did count but I have no idea if that was a UOR thing or not.
They sold tame livestock animals as well as vegetables wool and flax on them.
I dont remember them having sandals. Maybe that was shard specific. I remember them having short boots.
Their backpacks usually had like 4 wool clothing a shepherds crook and 10 - 125 gold
