Not sure if this is related to the recent orcish attacks or not. If the event isn't over yet, I guess you can disregard this bug report. If the event is over, then...

I guess the NPCs are protected but players are not due to the recent event?

Just to clarify, I tried calling guards on the orc beyond the docks too.

Thanks, will get this fixed. Yes the event is over, the orcs that were causing trouble in Cove were in league with a corrupt branch of the town guard. Aparently there is still some corruption left over.
