Unfortunately no.
They moved in after I sold the tower/Lbrick up the pass a bit. Haven't seen many neighbors though.
Before I sold that I had virtually zero neighbors.

I own the houses surrounding the area. Would put in a bid for the keep as well but all my funds at the moment are going toward GMing smithing and other skills so I can get my shop open there.
