Provoking Blues Doesn't Cause The Query Gump

I have the "Query before performing a criminal action" option enabled and tried provoking a blue NPC in town but did not receive the gump. Not sure if this is an accurate bug but thought I'd put it out there.

This happened to me during the Fall of Nujelm event and I got noto Dexxed for it.
