How do I drop skills?

I noticed that my stealth wasn't going up at all despite how much armor I would put on and I believe I hit a 700 cap so how do I drop skills?

open your skills list (alt - k)

pick one of the skills you don't want that you have BASE skill in (real skill doesn't count, you don't necessarily have any skill points in something just because it shows REAL skill)

change the arrow on the right hand side of the list to down

You have that the wrong way round. 'Real' skill is the one that shows spent skill points.

It's pretty clear which one is related to my 700 skill points allowance. Any skill points shown in 'REAL' are counted toward the 700. That is the opposite of your statement. I don't see what the Razor program has to do with it either? All this is within the UO Client itself, shown when you press [alt] [k] as you had advised.

UOA and razor both define base what constitutes your skill total. UOA isn't official but it's been endorsed by OSI since forever. I've read many resources which explain it the same way. Googling it shows totally ambiguous results.

The OP is apparently a new player, how Razor and UOA define skills is likely to only confuse and is not even relevant - When a player presses [alt] + [k] (as you advised they do) in game they will be presented with the UO client skill list. On that list the 'real' skill does relate to actual skill points used. That is contradictory to your advice here -

well it'd be kind of obvious when one shows all skills as 0 and the other doesn't show them as zero
