Ranger armor and tickets

What's the history on this? I see tickets every now and then.
How were they introduced to the shard?

This is after our cut-off date. I haven't checked x-mas 1997, because I can't find the patch notes from then.
Shouldn't all these tickets and ranger armors be removed etc? (:

The cutoff is November '99 not '98.

Truth is Downs and I are on a romantic getaway together in Costa Rica. We'll be back eventually.
