Banning by account was something introduced with trammel.

The less trammel the better, banning should be by character.


Oh and people banned from vendor houses should still be able to take a look at the vendor's goods.

Aye on both points. I think it was actually a little Pre-UO:R on the account banning, but not by much.
The vendor issue was already on my list.
