Tmaps of Liches

This has happened with the last two Tmaps I’ve gotten of Liches. I decode the map, ran off with my little shovel to claim my loot and lvl 1 chest monsters spawn….and of course the loot in the chest was only lvl 1 as well. I’ve gotten maps of Liches in the past and they were all lvl 3 maps. Has something change to the Tmap drop off monsters that I am unaware of?
