Hally Cycling

Back on OSI, I was a dexer. Here, I'm a dexer thief (switching it up!!) I've never been any kind of mage, and as such, I don't know the first thing about Tank mage PVP. Could someone just very simply explain how the wrestling timer exploit works? I may already know, but I'd like someone's clear "you're correct" or "shut up noob".

So if you have a hally, strike, put it in your bag, wait, pick it up at the right time, strike, repeat, you should hit as fast as someone who is simply wrestling, correct? How does one time this? If one wanted to make a macro to time it automatically (I can see from previous posts that this seems to be out of favor) how would it look?
