This is a great opportunity to spell-out the principles of what makes a "great" weapon:
For really fast weapons, the per-hit damage modifier is most important, while the slower weapons benefit more from a Tactics bonus; generally-speaking, the fast weapons don't do a great deal of base damage, and so the per-hit mods represent a significant increase; the slower weapons possess greater base-damage, and so the Tactics bonus (Tactics is added in a a percentage increase) can provide a great deal more damage than the per-hit mods. Even so, even on really slow weapons, the Damage-mods generally provide more bonus damage than Accuracy-mods (but sometimes only barely).
Someone from staff should remark if this is not true here: exceptional weapons (should) offer a +4 per-hit damage mod but, of course, no Tactics bonus.
So,
- Is a Supremely Accurate Katana of Ruin a good weapon? Not really.
Is a (no-Accuracy-mod) Halberd of Force a good weapon? Yes, it's ok, but it's not fantastic, and only marginally better than an exceptional halberd.
Is a Supremely Accurate Halberd of Ruin a good weapon? Surprising as it might sound to some, this is a pretty darn good weapon, and will frequently outperform even a (no-Accuracy-mod) Halberd of Vanquishing (the Vanq is a better weapon, though: don't misunderstand me).
One thing to bear in mind, comparing Damage-mods to Accuracy-mods: Damage-mods are fixed, while the Accuracy-mods always modify the per-hit base damage
calculation by a percentage; Vanquishing will always add +9 damage to every single hit, while Supremely Accurate on a Halberd's minimum hit is only going to add about +1 damage (but +12 damage on a "max" hit!).
Some might think the Accuracy-mods still seem rather weak: I haven't modified these base observations for the Strength Stat, or for Anatomy skill; both of these will favour Accuracy-mods more than Damage-mods (100 Str & GM Anatomy will give that SA Halberd a per-hit damage bonus of +2-17!).
Bear in mind that what I'm describing is "Dexxer-oriented", as it is dependent on the weapons' natural attack speeds; utilising, say, the Wrestling timer, to "artificially" boost your attack speed with a slow weapon, will (slightly) increase the worth of the per-hit damage mods; and, naturally, don't forget the advantage offered by Insta-Hit.
