I often see many people talking about how higher tactics mods on a magical weapon will make them miss less.

As far as I have seen Tactics has no impact on how often you hit as opposed to how hard you hit. I believe your weapon skill will be used to determine accuracy, and tactics and anatomy will only modify damage dealt.

Please correct me if I'm wrong.

Just keep in mind that the accuracy mods for archery weapons apply to archery skill, and not tactics like those for melee weapons.
