I am still at work for 15 mins and have nothing to do, so I did some math comparing it to vanq hallies.
This is, depending on how you look at it, slightly better than a +0 and +5 vanq hally. The point at which it does equal damage than a +0 is at 20 base damage. Above 20 base it does more, below it does less. A hally hits for less than 20 base damage 22.7% of the time, at 20 for 3.02%, and greater than for the remainder at 74.28%.
Compared to a +5 it is harder to determine which you prefer. Median base damage for a hally is 27, occuring 4.35 % of the time. The +20 power does more damage when base damage >= 27. +5 vanq does more damage when base damage < 27. It is also worth noting that max damage on the +20 power is 53.55. Max on +5 vanq is 51.875.
