Magic Resist

I have been casting fireball on myself to get skill, I have cast at least 100 fireballs on myself and Resisting Spells has not moved.. still shows 0.0. Skill point cap has not been reached, I am only to around 500. Skill arrow is pointing up.

If you are attempting to gain reisist in guard zone it will not work. The change to resist a few patches ago removed spell damage in towns and also barred resist gains in town at the same time.

EDIT : I am still getting Damage from the spells though...

If you mean the 1 damage that you recieve from spell, then yes you "technically" you still recieve damage in town, but it is still serves its purpose of effectively removing spell damage in town, and also does not allow any skill gain.

that is intentional
