Found in an IDOC, how does this sort of thing come about?

It's what's produced by cutting up a pair of blue sandals.

Collect enough of the same shade and you can tailor them into a plain brown ordinary tunic.

I looted a bunch of blue sandals also, I guess he figured he had enough so he'd cut some up, heh.

You can make pieces of leather any color by dying a pair of boots or thigh boots then cutting them up. If you make anything with the colored leather, it ends up regular leather color.

The colored pieces can be used for deco purposes.
