Telekinesis Boat hold

Ok, I've read the era accuracy link saying you can open boat holds with telekinesis, and I've read the topics about a key on a body on the deck of a boat being recalled from after using telekinesis on it, but I cannot open a boat hold with telekinesis. All I get is a message that says "That cannot be accessed." Was this changed or is there a trick to it?
