Sorry I try so hard to see if I can make this a little more sandbox.
Little pre-adolescence kids complained to no end and turned a player generated world into a highly moderated environment back then.
I almost say cherry pick alot of these patches that were implemented.

resist gains imply damaging spells would be effective in town, there was even a time field spells were allowed to be cast in town outside from using gates.

Resist gains are possible in town using the same exploit that was possible in '98 and early '99 even though it was fixed with in a couple months in 1999.
The bug/exploit should be fixed here based on the current time frame that is being used here.
