Getting inside keep walls.

I am hesitant to buy a keep because I don't want anyone to get inside the keep walls. I remember you use to be able to recall inside of it from the outside but someone told me it has been fixed? Is this true? And is there a way to teleport into the keep wells from the inside as well?
I know castles can be risky because you never know who might have runes marked in the courtyard. But do keeps run the same risk because someone could mark the runes before hand on tiles then place the keep?
Can someone please give me a explanation of all this and some clarification.

There is a chance someone has runes into your Keep's 'courtyards' - you could find a quiet time, deed your keep, mark runes to each spot, replace the keep, then block every tile with boxes. I'm assuming that should fix all problems relating to it, but I'm not 100% sure.
It's also more common than you think, Yomega recalled off a rune that was in my library that went to Destard Swamps, and it actually went directly into his Keep's northern courtyard (rune has been removed from library since then), point being, if I had one by mistake, I'm sure it's happened before and will continue happening

Ok so let's say someone does have a rune and gets in your keep walls. Is there a way for them to teleport inside the keep from the courtyard?
I remember there was a way to teleport from the stairs into the back courtyard, or maybe the other way around I am not sure.

Nope, you cannot teleport in houses, only out of them. You use to be able to teleport into Keep Courtyards because the target for the spell was grass, not a house tile

newly placed keeps and castles all have decay in the courtyards so this does not work anymore
