What is needed/used in order to make all of these colored sandals that are for sale all the time?

You can't make them. They spawn on NPC's.

Even the neon colored ones that some people seem to have?
Which NPCs does one "persuade" to give these up?

the really really neon ones are 3 years old and unavailable now
therse some really nice ones available via silver turn in,
the rest come off healers artists brides and weavers

Thanks. All this time I have been helping these people get to whatever town after rescuing them from brigands/rat men/orcs when I should have been killing them and stealing their footwear.
