Are they really that rare? I've found 5 ID wand/staffs in a month; they seem rather uncommon but hardly worth 42gp a charge. Is this typical?

that's a grossly inflated price. I would Never pay that much.

I typically pay 20~ gold per charge, on two separate occasions I've bought 1k charges for 20k.

I am in the process of looking for 500 charges, atm. But I will NOT pay 42 gold per charge.

Well no, they aren't rare. They tend to be no where to be found when you really need em like everything else but not rare at all.

Is 42gp per an acceptable price? Sure, why not? Most charged items that people buy sell for 150 or more per charge. In comparison this is nothing.

While i wouldnt normally pay 30k for these charges i am lazy today and in need of some charges and didnt feel like running around finding them on vendors

Over priced for the function that it does.

I Just paid 10k for 420 charges. (He was asking 8K, I thought he was a good business associate so I paid more for the future.)

Please good sirs, lower your prices!

They are not rare but if you are a professional lock picker or treasure hunter you generally need to buy charges to keep up with all the magic loot you get.
