What is enticement? I always thought it was the same as provoking.

more like the pied piper actually,

doesnt it work on npcs that arent in a shop, and npcs in a shop until they get to the door or just outside. then it wont work anymore because of the patch that made it much harder to farm sandals?

Enticement is usually for pet stealing...put it that way.
It's a non hostile action that can be used in town that can steal your pets and have them gated.

Just curious, so after they get the pets thru the gate, does the "stealer" then just use the taming skill to tame them?

yeah, they have to wait till the pet goes wild/untamed before they can tame it though

take it into ur tower/keep w/e u have and lock it in a corner somewhere, leave it sit till it goes untame and then just retame it. You can do this with like 20 drags u can do it with ppl mares etc.

OH man i didn't know this was possible...i guess the pets owner would have to not be paying attention tho right? cus he could just say all follow me and it would. Could be amusing to do.

This is true, and you'll have to wait 10 seconds to use enticement again. But, the longer pets have been out of the stable or haven't been fed, the less loyal they will be to their master, so sometimes an "all follow me" just won't matter
As mentioned, enticement works best on pets of a tamer afk/not paying attention, or one that is busy (ie in the dungeons) with several pets; often, there will be too much confusion and the dragon or WW or w/e is yours before the tamer realizes what even happened
