Magic weapons with spells like Lightning and Fireball - you know the ones - do full spell damage when used in town.

Spells in town are only meant to do 1 dmg.

Is it accurate for the magic spells on magic weapons to do full damage in town?

No, magic weapons should not do any damage in town (it should actually be 0 damage, but until a rather extensive rewrite of a lot of code is done we have approximated the results). On the demo, the scripts that produce a magic effect when they hit all refer to the same base function as normally cast spells. These base scripts all make checks to see if the victim or attacker is a human and reduce the damage to 0 if a human victim is inside a justice region (read: guard zone). Thus, all versions of those spells should do 0 damage, regardless of the source.

Do disturbs still occur in town on the demo even with 0 damage?

Yes, disturbs do still occur at 0 damage in the demo. This is due to the fact that simply being hit by the spell, regardless of damage, is enough to disturb most spells. This includes direct damage spells and debuff spells.
