More Inspection Violations

Both of these violations relate to illegal trafficing of NPCs and Cows
Violation #1
This player was caught molesting cows through holes in the stable wall. I showed the cow how to get around to this fellow and let nature take its course.
Cow: 1 - Player: 0
Violation #2
Its my fellow !S! friends again. This time they committed a violation with regards to illegal NPC trafficing. They did not have a permit to enlist this NPC into slavery nor were they offering the NPC insurance benefits or a 401k. I had to put this NPC out of its misery.
