How are wand spell damage calculated?

I have been gather some wands(harm, fireball...etc) from monster drops,

as I contemplated on how I should use them, I suddenly got this question.

Normally the chances of resistance and damage are affected by

comparing attacker's magery/EI against defender's resist.

But how is this going to work in wand's case?

If I have higher magery and EI, will I do more damage?

If the enemy has higher resist, will he receive less damage?

Or are wand spell power set at a certain lvl of magery and ei,

such as X magery and Y EI regardless of user?

Does weapon spell charge damage work in the same way as wand?

I would be very greatful if someone could shed me some light on this issue

wands assume a caster value of 60 magery & 0 eval

This is correct.

As far as the damage that's calculated from enchanted weapons, i.e.: daemon's breath, I am not 100% sure. It seems reasonable that it should also be 60/0, but I have seen instances where they do quite a bit of damage, and they do full spell damage inside the town guards as well. Not sure if it was fixed but I know you could do spell damage with enchants in town a few months ago.

Brought this up a couple times before but nobody ever commented on it.
