Lets say I have a poisoned weapon. i attack an elemental and it becomes poisoned. does it then begin to waste charges on an already poisoned target? in other words, do i need to use one wep for poisoning just to use 1 charge and then switch to a normal wep, or can i use the same poisoned weapon to fight because it only uses charges when something is not poisoned?

Yes, it will use up "charges" the weapon doesn't know if the creature is poisoned or not. but it does reapply the poison if the poison level if the same, increasing the poison duration.

If the target is already poisoned with something of higher level, you will lose a charge, but you will not change the poison, or increase it's duration.

Ah, reminds me of Drug'gar and his old deadly poisoned vanquishing broadsword. Ouch.
