Question about stealing in towns.....

Okay recently i went from getting caught by guards 1/7 times i stole in town to 2/3.... Im not sure why.... I joined a chaos guild but im not sure if this would have effected my success for stealing in town or not... im assuming it has nothing to do with it but maybe im wrong? or has there been a recent patch that has nerfed stealing? Has anyone else noticed anything like this or is it just me?
