Does the hiding skill increase your chance to succeed at hiding or does it simply affect the conditions under which you can hide?

I don't know for sure, but from personal experience I'd say that it does increase the chance to succeed.

It's both. A higher skill gives you a better probability of hiding + it allows you to hide closer to an attacker.
