Vesper Beach Brigand Camp

I've been looking for info on this. All the screenshots I find are after our cutoff, but they do show Fishermen in the Fishermen's Tent next to the fishing gear. That is how I remember it as i've had a house on the Vesper beach as long as i've played UO. Does anyone have some info on this? Right now we've got a brigand camp in the Fisher's Tent.
