Best Place to buy a full spell book? And a rune book?

As the title says Im looking for a spell book and a rune book.. Sorry im new.. Also how do I tell if the spell book is full or not?
Dallaswolf, I have a vendor at Yew Moongate. Directly NE of the moongate, vendor named Hadrian.
I have full spellbooks and blank runebooks.
I can meet you somewhere and take you there if you'd like.
You can only tell if a spellbook is full by using item ID skill.
