I'm having trouble finding/figuring it out. What is the command?

I think you say "chaos shield" or "order shield" to one of the chaos/order guards.

and i think (correct me if i'm wrong) the person requesting the shield must have a lord title

Right after T2A started this was the case sorta, you had to have high enough fame and be in a Virtue guild to claim them. For this shard you just need to be in an Order or Chaos guild.
