NPC shovel's are much cheaper. Or make/create a Tinker char. and make your own.

The one's you can buy at NPC vendor are no different then one's made buy a GM Tinker.

Exceptional tools last longer than store bought AFAIK?
Worth noting that GM made items are no different to exceptional items made by a non-GM crafter though.

Exceptional lasts about twice as long. Doesn't matter tinker's skill level as long as it's exceptional.
